No, you must exit China for new Z visa.
If you completed Contract, your old employer must take you to PSB, which will either extend your Residence permit for 30 days, or give you 30-days L (tourist) visa.
Your new employer has 30 days to apply for new Foreign Expert Certificate, and extend your RPermit for duration of the new Contract.

To get a work permit, you need a Z visa and not an L visa.
With an L visa you can get married to a Chinese national and apply for a RP based on married status. If not, must renew L visa.
