You should ask Western Union, but I think it is person to person (not sure)
As an alternative, send it to yourself at the city back home where you live, just prior to departing China. When you arrive there, go and pick it up.. I have done it many times from abroad to China.

Western Union isn't a bank, you should be able to transfer from one bank to another. I did it but the fee was big.
