Q: Can I withdraw money over the counter WITHOUT my card/passbook?

Somehow, i lost my wallet with my bank of communication card.
Good thing I saved my account number on my wall.

I don't know what to do and I'm confuse! Help..

I would go to your bank with the passport (and account number) and ask for manager.  Explain that your wallet was lost/stolen, and you lost your ATM card and bank book.  He will get you a new card, maybe change PIN number, and a new passbook.  Maybe will cost you 15 Rmb for passbook, and 25 for card.  Then withdraw money.

If it can not be done inmediately, ask manager to allow you to withdraw money from account to survive until card is ready.

This happened to me maybe 3 years ago, and that is what I did with Bank of China.  They were very helpful with me.

Happy is correct here. At a minimum you will need your passport. And I hope that the bank knows you and recognizes you.
