I think most of the tourist visa teachers have been swapped out for business visa teachers. Those schools and agents which hire people that can't get working visas instead push for the business visa because it can be under the pretext of an international exchange. Which would otherwise not be as 'official' in capacity if the teacher had a tourist visa. Therefore, if they were ever found out, they could say "Hey! Our teachers are all doing an international cultural exchange!"

Is this question not an example of wumao double standards? Yup, there are foreigners in China on the wrong visa... but its fair to say the vast majority have visas (apart from some from neighbouring countries)

Ask the same question about Chinese Nationals in a western country, and the question shouls be " how many Chinese expats have visas?"

Not that I am saying that is wrong. They consider the risk and consider it worth it. And whats more to the point, even illegal migrants in the west, without visas or passports even, are protected by the law...

Remember the Chinese cockle pickers who drowned in the UK a few years back? Every one of them was illegal. But nothing was spared in bringing the gangmasters to justice, and treating the remains of the victims with full respect.

The UK even introduced new laws to ensure illegal migrants are protected even more against the gangsters who make a buck from the misery of trafficed humans.

Another time, a container was opened at Dover, full of dead Chinese. Trafficers again.

Sorts of put the L visa issue into perspective.

The gangmasters are Chinese. Not western. Teachers are not being recruited on western streets to be smuggled into China. The teachers on L visas are actually taking advantage of the greedy Chinese school bosses.
