Is it possible to open an American bank account via a Chinese branch of an American bank or maybe a Chinese bank like
China Minsheng bank?

best way is get a tax id number from the irs.gov website and add her to your bank account for a few months and then fill in paperwork for a separate account after the account is in good standing with no overdrafts for a year. another option is a trip to south korea, bank of america has branches there for the military and civilian workers at the army base.

the IRS path seem cheaper and easier, any idea on what documents are needed? What if she opens an account Scottrade's office in Shanghai, could that be converted to an American account?

forgot the form number, just search the irs site for "need tax id number" and you file the form online and get a tax id number by email, very easy process unless they changed, although the irs is throwing a temper tantrum for harassing conservatives and then congress cut the budget for them, so it may take a little longer for an answer.

if you get an account for your wife, for the long term buy her some mount tai stock the liquor or baijo company, as the economy shrinks people will drink and smoke more, alcohol and tobacco stocks always double in 4 to 7 years of a down market. also mt tai sold out of property investments 2 years ago before the downturn, somebody there actually has a brain and knows what they are doing.
yes, def can. just have the limitation to receive the foreign currency
