Now that there is going to be a new policy in April, If  a Non native got his work permit issued in March,  Can he get the Z visa if applied?  Actually he got his work permit on March 2nd and he wants to go back home for the Zvisa. Basically he will work in Huzhou (Zhejiang province)

You seem to be asking very similar questions but with slightly different information.

Are you in China now workingg legally?

Tianruidian:

Currently in China and working for IT company but I can't transfer my current visa to the school cuz the alien employment pernit can't be used or transfer to schools. so we were told to apply new Z visa. The school had started and got the "Work Permit" for foreign experts . This paper was issued in March 2nd.  Now that there is a new policy I don't know if we apply the Z visa at home we can get.

Wait a second, he's an IT trying to become a teacher or an IT going to a new IT job that's not teaching related?? If he's not gonna be a teacher than the non native thing doesn't apply to him, he'll be fine.

If you got a Z visa in March than it should have been converted into a Working permit, sounds like what you are trying to say is that you have a friend that has a working permit and you are asking if he can keep it or does he have to go through the Z visa deal again?

Clear up the info so we can help you.

Tianruidian:

We are starting the new process for Z visa. Now the SAFEA has issued him the  " Work Permit" for foreign experts.  This Paper was issued in March. He hasn't applied the Z visa yet. Hopefully he will go home to apply in April or May.  The question is , There has been a new policy starting this April concerning teaching in China if not native English. So Can he get the Z visa if he apply under the new Policy cuz he got his work permit issue in March which that time the New policy wasn't taking place in his city. actually it's not a big . It's  a town in Zhejiang province

Where is he from and does he have a degree from a native English speaking country ? I'd say his chances are 50%/50% especially if he can't speak Chinese well. This new policy will start April 1st but how each city uses it is another question. He'll just have to try. If he is becoming an IT again then the non native thing doesn't apply to him because that is a requirement for ESL teachers not IT workers

Tianruidian:

He has been teaching in the school for three years and just left last summer to take a post in IT company but the school wants him to come back and have got him the work permit for foreign experts  to go back home to apply new visa . He  has a valid residence permit but he wants to start all the Z visa process again for the school.  The school has provided him all the needed documents.

No.

Simple.

The Z visa allows you to enter the country, and then apply for the Work Permit, based upon qualifications, experience, etc.

As per ANY visa issued in ANY country, the authorities have the right to deny entry to the country, or for ANY other permits, etc once you're here. \

You must be aware that there are various applications, all with different requirements that need to be met. The Z visa to enter the country is different to the one to stay here and word (in a particular field).

And, finally, the native/non-native issue only relates to teaching a foreign language.

Tianruidian:

Actually he has been working in the school for 3 years and lust left there last summer to join IT company but this time the school wants him back  and the school wants him to get new Z visa . Luckily the school applied the work permit for foreign experts  and they got it for  him  on March 5th. the school has provided him all the needed documents for the visa back home and the Expert office told him he doesn't need invitation letter so he can use the work permit to get the Z visa. Actually he is having Valid working visa and residence permit but he wants to start new Z visa with the school cuz he canceled his FEC when he join the IT company. That's why he wanna be sure of he will get the Z visa before he lives his current job now.

Getting the Z visa won't be a problem as he has the invite letter, the chellange will be when they go to the FEC office, now two things could happen, 1. The FEC office in that city could ignore the new law because it's still too new, and give him an FEC booklet that's good for 7 years. Or 2. They force him to apply for the new visa and he might fail or the school has a contact that helps him out.

Hmm the Expert bureau were aware that, there is going to be a new visa policy in April but still they issued the " work Permit" for him few days ago ( March 5th)  . Basically he is going to teach British curriculum and  and was teaching that for the last 3 years in the school. He is great even if you didn't check his passport, you might think he is an American. He was the one doing Middle school's oral test recordings for the whole county

Not possible!

Simple fact about all countries is that there is NEVER a 100% certainty.
