Can people with Z Visas, FEC and Residence Permit work at a Summer Camp somewhere else in China?

Not by Chinese law. You can legally work only at your RP sponsor, everything else is illegal.
However, Summer Camp will probably want to know your visa/RP status, and they won't have an argument you're working for them. They shouldn't be even advertising English teaching positions at Summer Camps.
Everybody does it, but it's not legal.

New Oriental's individual schools offer Contract for Summer camp. Everything is up and up.

Portpower.......heheheheheheh.....
You could do it but it wouldn't be legal. However, what is?
If you are not being paid, you can.

I wpu;d add "at your own risk". The law clearly states the governing word is "to work", if you get paid or not is irrevelant.
