The PSB in conjuction with the exit entry administration office is part of the Ministry of Public Security that also issues port visas (eg. Shenzhen zhuhai etc and 72hr transit visas.

I'd assume if you got granted entry you would have been checked with their database upon entry. Moreover, whether or not a visa is granted at the embassy abroad (Ministry of Foreign affairs) deals with all visas issued outside of the borders of PRC. The embassy has all records of the person applying. This is the case because not being issued a visa according to their law is "Deported or repatriated upon decision and the no entry into China limit hasn't expired" The above is similar to my case.

Meaning they wouldn't give you a visa if you couldn't enter ^ but do state that they aren't liable for denial of entry as a kind of protection on their part.

So I'd say as long as you have all the required documents and we're already granted entry by them at Port entry you'd be fine. Unless you evade immigration then you would be denied.

If you enter China safely (no contraband found at customs), you will get RP, which is only PSB's confirmation of Chinese Embassy database, which issued Z.

There's one novelty at issuing Z: 'since 2013, no pre-Medical exam is required for Z'.

You must complete ME as soon as you arrive to working city in China, and if disease is detected, one would be quarantined/advised to exit China ASAP, without visiting PSB for RP.

I think thats a good point, didnt think of it.  Z doesnt require med exam before entry..  but for RP you need to pass the medical exam, if you fail the exam you would be denied for a RP because your exam shows you're infected.  (Clause 2 of Article 21)

If you're denied a renewal of RP or visa extension then you must leave China.  MPS issues visas inside china. Foreign Affairs department which controls the embassies issue outside China.

Article 21 Under any of the following circumstances, visas shall not be issued to foreigners:

(1) Was deported, or was repatriated upon decision, and the No-Entry-into-China period has not expired;

(2) Is suffering from serious mental disorders, infectious tuberculosis or other infectious diseases that may severely jeopardize the public health;

How the embassy would know if you were deported/repatriated? They will match your passport Name/BirthDate/BirthCity with the PSB records and see whether you have a No-Entry ban that hasn't expired. (Clause 1 of Article 21)

So in my case, every time that I applied for a visa, regardless of it being L, Z or X. Even with the proper documents I'm still not getting one based off the first clause of Article 21 or the Exit and Entry admin law.

I heard that former deportees can gain entry visa from embassy but then the PSB has them blacklisted as they were deported. Very useful resource for anyone in such a position. Deported people can't come back for 10 years. Expelled people can't for 1-5 years depending on factors.

Never heard of it but I don't think it's all that unlikely.

The most likely reasons I could see is the medical test turning up something, or the school not liking someone when they arrive for whatever reason.

Maybe they found someone better or cheaper, and pulling the plug on it then blaming the PSB for not giving the work RP.

I suppose there's always the chance the new guy could get in a bar brawl or some other stupidity on his first night here too and get denied because of that.

The requirements for each differ slightly. The Z visa only states that you have a bona fide employment offer or legal self employment status. The RP covers your right to be living in China and a means to support yourself.

It is unlikely though that an employer who has been granted permission to employ a foreigner would be able to do so without providing full evidence that they can maintain the employee's residential status in a safe, secure and legal environment.
