The school will tell you they will provide a working visa then when you keep questioning them about it they will always have a new excuse not to do it. One school told me their school stamp is a chinese secret and they can't allow it to leave the school.

Yes, a school should be able to provide you with the full paperwork (including foreign expert certificate) for you to have a Z-visa processed. If they can't, don't work for them.
