Q: can you teach english in china with tesl certificate without a degree?

I don't think so! SAFEA (Foreign Expert Bureau) must grant your Working permit, and one of the requirements is BA degree.

In some cities around China, SAFEA won't grant WP, if FT isn't Native English resident (holding passport from English speaking country).

As mentioned, you would need to get a working permit in order to teach legally in China. This permit is from SAFEA and does generally require a degree. It is still possible that a potential employer can help you with this though. 

 

Connections and fake diplomas are all over the market and could be used for getting a WP, provided you find an employer willing to help you that is.
