Q: Cancellation of foreign expert certificate
I have to get a certificate of cancelation of FEC. I don't have my passport because I am getting my visa renewed. Do I need my passport to get the certificate of cancelation of FEC.

This question doesn't make sense. To get your residence permit renewed (if that's what you mean by your visa) then you need your FEC renewed or changed to new employer first. If you're changing employer then FEC gets cancelled, you get certificate then new FEC. Then as I said...renewed visa.

School should give FEC to SAFEA, and they will issue FEC Cancellation Certificate. With this Certificate, your new Residence permit sponsor will be able to obtain new FEC.
You don't need your passport to cancel FEC.
Beside FEC Cancelation Cert., your new Residence permit sponsor will also need Release letter from your present school for an extension of Residence permit.
