Q: Cancelling Foreign Experts Certificate

Hi everybody, just a quick question. I'm changing jobs soon, moving to another province. I need to make sure that my FEC is canceled before leaving. I have it in my possession but I'm wondering how to go about getting it canceled. I'm not comfortable handing it over to my current employer as I have heard many cases where the school decides not to give their former employees the cancelation document.

Is this something I can go get done at the bureau myself or does a school representative have to go get this done?

Thanks.

The school must cancel the FEC and give you a release letter along with the canceled FEC.

You mean I can’t take the stamped release from the school to the FAO myself? Waiting for my school to do anything is a really bad idea .

I believe so. I've never heard of someone getting there FEC canceled with a release letter without the company staff along for the journey, usually the HR or staff from the school has to cancel it.. The best you can do is walk into their office and ask them..

Well, sorry but i got my RP renewed today without any release letter from former employer nor certificate of cancellation of my old FEC, they just needed a copy of my old FEC and my new one to prove i cancelled it.

I guess i was lucky but it happens every year, it depends on who is at the counter.

go to the labor bureau online to fill in the cancelation of FEC, then company gives you the release letter, then you submit to the labor bureau along with youtr passport. then they give u the receipt that they cancel it. later go to the new company for help to apply for the new FEC and resident permit.

for the cancelation of FEC, your former company has to do it by themselve. because they are using their employment system and they would not give you the password to submit the online applicaiton.

Advice, ask your new company staff to contact the former company to handle the cancelation.

I am having an issue with the FEC this year too. I was told my FEC is "has expired. And it means you can't transfer your visa in China. You have to get a new working visa."

This makes this issue more confusing. Add to the fact that some schools and recruiters tell you they will keep you FEC in a drawer. The FEC also has an expiry date on it. So I am wondering why it has to be canceled.

FEC is necessary for ID in China, together with one's passport, so 'no drawer'.

FEC cancelation cert. is required at SAFEA, before new FEC can be issued.

School must cancel FEC at SAFEA, and give FTeacher Cancel Cert. in 30 days after the last working day.
You can call SAFEA, and complain your school didn't give you FEC Cancel Cert., and GOv. will take care of school's duties.

Write SAFEA in the search bar above for address and contact numbers in your city.

I have been thinking about doing that.  Upon finding out the FEC is not available a FT would have to quit his job and try to get work at another school. Most people may not be willing to do that. Is there a place a prospecting FT coud go to in order to find out which schools or recruiters have a license to hire foreign Teachers?

Weblink of Schools in China authorised to hire FT:

http://www.anesl.com/schools/ info.asp?province=Guangdong& keyword=University&cmd=Search

Change 'Province' and 'keyword' for school's level.

I'm not sure about update of the Schools on the link. I got it some 5Y ago. You could get most updated info from SAFEA (FEB), me thinks. Call to SAFEA about school, just before Contract sign.
