Q: Cash on delivery websites?
I don't have access to a credit card, or any card I can do online shopping with, so what are the best websites that offer cash on delivery services? I was told some products on Taobao can be bought like this but none that I've seen,
www.jd.com can do cash on delivery, I've only shopped there once, and they sent me a second hand item, so the dude could leave with the item and no cash.

You can get Visa/Mc ATM card with 1000 Rmb deposit at China Merchant's Bank.
1. If balance on the account is lower than 50 000 Rmb, Bank fee is 50 Rmb per month.
2. If your employer deposit your salary to CMB account, Bank will honor unlimited Forex exchange with 'spot' (the lowest) exchange rate applied.
3. Bank will give you USB port for online banking. However, CMB English web site is not on yet, so you'll need translator for online purchases. You can use USB stick only on Windows OS computers.
4. If you want to change Provinces, you must empty your account, and reopen new account in new Province. Same names Banks in China are not rally the 'same banks' as in the West. I can withdraw foreign currency from my account only at CMB in Liaoning. I cannot use my forex funds on the account in different Province.
I got a visa card for debit transactions/online banking/ ATM when I opened the account at Bank of China. No minimum deposit needed.

They never offered it to me. CMB is first (I thought, it's 'only') Chinese bank with Visa/Mc issued to laowai.
