Q: Changing Work Residence Permit to 30 Day Tourist Visa
Well I'm going to be leaving China in the next few months and have a visa-related question. I know that after a work-based Residence Permit expires it can be converted into a 30 day tourist visa. I have booked a flight out of China approximately 27 days after the expiration of my RP under the assumption that I can stay a full 30 days after the expiration of my current RP. Now, I am concerned about this because last time I applied to extend my RP I was given a year from the date I showed up at the PSB, not a year from the date of the previous RP expiration. How does it work in this case?
For example,
Let's say my RP expires on January 25 and I want to fly out of China on February 20. I show up to the PSB to apply for a 30 day tourist visa on January 15 (not wanting to wait until the last minute in case there's a paper work issue to deal with). Will I have to leave the country on February 15 or on February 25?

I don't think, it's possible to apply for 30-days RP extension/L by yourself/out of China, but extension must be granted, usually not earlier than few days, before RP expire. You'll be required to leave passport at PSB for week or two.
Once, I got 30-days L (Xinjiang) and another time RP was extended for 30-days with stamp on existing RP (Fujian).
30-days mandatory extension/Visa name differs from Province to Province.
I used it for an extension of RP (process), I never exited China on 30-days extension Visa.
You won't be able to exit China, if you'll opt for new position in the same 30-days, because you must be present at new location early enough for new ME, FEC, and finally RP 'Contract length' extension at PSB.
RP is usually granted accordingly to the length of the Contract.

I plan on leaving China permanently. My plan is to get the extension while I'm still in China and then leave China to travel and hopefully get another tourist visa while abroad and come back to China on that to get my stuff and then leave and not come back.

No 'on time' term applies anywhere in China. If you come to PSB too early, they'll send you away with note 'when to come for an extension'. Aprox. right date is a week before expiration.
They'll keep passport a week at least, and you'll get it back few days into the extension.

Ok thanks for the reply icnif. So based on my original example, if my RP expires on January 25, I show up on January 20, the 30 days starts on January 25, not on January 20, right?

Yes, extension will start after the RP expiration, and not on show-up date at PSB.
Your current employer can cancel your residence permit and turn it into a tourist 30 visa. My company has done this for a few teachers in the past. This is in Tianjin though. Being China we all know how rules change depending on province.

I know this can be done in my province too - the only issue being when the 30 days starts... the day that the RP expires or some time before

They won't grant extension earlier, while RP is still valid. If they would do that, you would have two Visa, what it's impossible.
They'll accept your passport a week before RP expiration.
You can just ignore the RP. Apply for the 30 days visas.
It can be done in 2 weeks instead of 1 month by paying some extra amount of money to expedite the process.
The officer will be very happy to help you indeed.
