You can make all rules you want, but if they are not enforced, why bother?
I am not surprised, that they don't even know what was stored at this site. I am surprised that there were not more casualties.
No smoking?.... is that a law? why do they have ashtrays at all the restaurants I go to?
what are them lines on the roads for anyways?

What i can't understand is why, after so many high profile fires in markets etc where people died needlessly because the fire exits were all chained shut, idiots haven't learned a thing.

It wasn't smoking...it was an inexperienced fire team that tried to douse a chemical fire with water that caused the massive explosion (chain reaction) that happened next.
The tossed cigarette was probably the first step in this disaster.
I am guessing this post will be harmonized shortly.

in most 1st world countries there is a HAZMAT container on every perimeter fence of a factory so the fire fighters know what problems they may face

It wasn't because the firefighters were inexperienced. It is because when they asked if there were any chemicals that would react with water, they were told that there weren't any. Not surprising considering no one probably kept records of what was being stored there.
I guess they are trying to distract people from the fact their corruption, at least on a local level caused this.

Just yesterday we have wait for bus , and my wife pointed to those people on ebikes and bikes cruising between cars, as we all know how, and asked me : " It is really strange, why they never noone wear a helmet ? "
I responded that because no one force them to. That in EU , in a trafic every person on any motorized vehicle need to have helmet. The kids under 15 years old need to wear always while on bicycle, and adults while in a road traffic. Police actualy can and will stop you for not having helmet and you pay penalty. If any police here start to force them, 1st day you pay 200rmb for not having helmet, 2nd day again, 90% of those people would rather get the helmet for 3rd and next days ...
And then we can talk about chemical storage for example ...
Some months ago, I was going by metro to the train station for a weekend away for work. They scanned my bag, and there was an issue - I had a can of shaving cream in it. I SHOWED them it was only shaving cream... they said they know - but still can't take it on board the metro! If I want the thing, I should take a taxi.
And let's not disturb all the people who just don't want to have their bags scanned, and walk past....
(Note: the G-trains don't have a problem with such things.)

It's used in many things. Gold plated contacts on your phone connector? Cyanide is involved. Icniff's solid gold plated bullion... cyanide was involved.
It's also used, from memory, to kill moles on posh golf courses.

What strikes me about this disaster, is that the world is pointing the finger at the party. It's their fault they proclaim.
Nah. What I think about is the people who died, and the people who will die from their injuries. The parents looking for their missing son, the wife looking for her missing husband, the husband looking for his missing wife, and the kids who have been left alone.
Give the Party some credit. They responded in their usual way... all under control, only 7 dead... all under control.... the usual stuff we expect. But they quickly changed their tune to be all about finding survivors and controlling pollution. My God, have you seen the size of the crater? The Party has done something I never thought I would see... free health care for all those injured.

But no... then the Chinese culture has to spoil it. They do protests for compensation for their broken windows. Not a fecking thought for the under trained firefighters who lost their lives. Scores of teenage kids on minimum wages employed on a tick the box legal requirement.
The way I see it, the Government can do no right in this situation.If I was a parent of a missing person, I would be in the rubble looking for them. I would not be protesting about compensation.
It's the people who are the problem. Not the Government.
The Government will execute the managers. There will be a show trial. bowed heads and bang... problem solved.
The Govenrment could produce an open and true report. But they wont. Nobody will believe it. No matter how honest the report is. Government know this. So there is no point. People will still lie and cheat for one more rmb.
Meanwhile, Obama has a go at China for sending agents to America to hunt down corrupt officials and their families. I say good on China. Get the feckers back. Justice with Chinese Characteristics for the people who made their Chinese characteristic money.
Sorry for the rant. I am thinking of the dead who have become political pawns, who knew nothing of politics.

This really needed to be harmonized ...
hate to say it, but this is probably a good thing for an improvement in safety in the whole nation. it is not just China that waits until there is a catastrophe before fixing a problem.
China did grow in a hurry and disregard well known international norms..... they did and still do "f up"....
only way we ever got money to fix a highway problem back home was after somebody got killed...... could ask and plead for years.... after one death, yeah we have that fix on the books, after 2 deaths, yes we got a little money for that, how much do you need?.... how much is a life worth?....... this was just to fix dangerous little old highway issues... in Canada.... 1 deadly corner can get 250,000 dollars funding after 2 deaths. as an highway engineer type guy...I can assure you, the catastrophe has to happen before the funding to save the life/lives is forthcoming.
It is not just China! that has after the fact fix it programs.
the Chinese people do have a ridiculous attitude to the issue.... like scots said/implied...asking for money less than a week after a human catastrophe is pretty damned stupid.
I hope, in the coming weeks and months and years that the displaced folks are looked after. The families that lost their only son firefighter .... WOW! imagine that devastation to a family.

But, again I say... the shit has to happen, before the positive steps are taken..... and it is not just China.
I read something yesterday, can't find it again..... no pile driven, nothing done on a site, until all the environmental and potential impact stuff is taken care of in the USA and even more so in Canada ...............level playing fields are good. Global realization has yet to come to a lot of the world.............. don't fly domestic in Indonesia for a while, (hint hint) ....
