As far as I know, there isn't one.  I had my Chinese gf call their regular number (95533) for me last night.  Having some issues with their automatic SMS system not sending me messages after transactions.  They wouldn't let my gf conduct my business for me over the phone.  So they told her they will "look for" someone who can speak English, and call me back supposedly within 24 hours.  Still waiting indecision  You may be better off going to your local branch (biggest one available in your town) and hoping someone there can help you.

cooter:

Someone did finally call me back last night.  I swear it was right at the 24 hour mark they promised.  Anyways, her English was....meh.  And nothing was really resolved.  She said they would send an SMS to my phone with further instructions on what to do(in Chinese of course, lol).  Still waiting for it....ugh.

When I have a problem I go directly to the bank and almost always can find someone who can understand more or less English. But, it all takes time and patience. To use a phone is just a waste of time.

Yeah, I know exactly what you mean...I used paypal before...are you trying to transfer the money from paypal or receiving it? It usually takes a quite a bit of days to process. You won't get it right away. I've never really had any problems with paypal. You might need to check that again and if you can't speak chinese just find someone that does who can translate chinese to english for you...

Chinese bank.......... Customer Service.

Why is it that those two phrases used in the same sentence cause my sides to split apart.

You can visit any Bank in the city you want. You will always find somebody there who speaks English and answer your Q.

I always do it in person. Maybe, Bank of China has English telephone customer service. Big 'maybe'!

But, in any Bank you can also get any other info, not related to the banking, as 'can you tell me the address of SAFEA?', and so on.

cooter:

Wrong.  None of my local branches has an English speaker (beyond "hello" and "welcome to chinar!" anyways).  Sub 4th-tier city FTL.

Usually, I work in the small cities, too! Last year, I was in the suburbs of Yingkou, Liaoning (20000 residents). School wouldn't gave me an address of SAFEA, and I went to PSB branch. Banker get me an address, and set up an appointment with officer at SAFEA for me.

Anything I cannot get at the School I am working, I always ask at the Bank in the city.
