Q: China Mobile: any way to send and receive SMS from the web?

I have a China Mobile pre-paid number and I need to receive text messages while I'm outside of China. I have called them and they say I need to pay about 1000RMB if I want to use my mobile in other countries, I'm certainly not willing to do so but I still need to at least receive the text messages, it's not so important for me to send them out.

To receive a signal on your phone while abroad, you need to have "roaming" capabilities to be able to access the cell towers, and that cost lots of money too. 

And once you have access, you can have full phone service like calls, send and receive messages, etc.

Do not know why, but when I am in Hong Kong, my China Mobile number does not work at all, yet my China Unicom number receives messages, but can not reply them.
