Q: Is China the only country that has to remind its citizens to "act civilized"?
From subway announcements to banners on buildings, everywhere you look in China there are messages to people to act civilized or to avoid uncivilized behavior. Ive never seen this anywhere else in the world
I think the overuse of the term "civilized" stands out a lot here, and to be honest it sounds incredibly patronizing. It seems people are reminded against such behavior in the West, though the word "civilized" isn't used.

In the West, civilized is a given. The world need not be mentioned. People are just being rude or neglectful. In China, acting civilized is a novelty.

It was the Chinese government that used the word "civilised." with regards to Chinese people's bad behaviour.
But the west are worse...
China is probably the only country that thinks good behaviour comes from slogans (e.g. that making children memorise Marxist quotations will somehow reflect in their behaviour).
Instead of giving people human dignity, a sense of self-worth, and the ability to improve their conditions, the Communist Party would prefer to throw a few slogans out there and imagine that's as good as actual change.

You really ought to go find out more about the world around you. Have you heard the latest riots that's been going on lately? Yes, and in many other places too!

In Dubai there are also signs with "No spitting" in all the metro stations.
also Italy should remind their citizen to act civilized
I see signs in hotels all around the world telling people not to squat on the rim of the toilet bowl.
The problem is really Chinglish. The Chinese would be civilised if they could understand the signs like we do because we are native speakers.
