Q: Chinese ABC work Permit?

I saw my first ABC work permit today.. well actually it was a photo because the actual item was at the PSB for his RP application.

 

There seems to be nothing on any Chinese forums about this subject.  So I thought I would start a thread with a deliberate title so the Google bots can do their stuff.

 

The promised credit card style ID is actually a bit of thin paper encapsulated in a standard laminated envelope. It's bigger than a credit card, so you will need a bigger wallet/purse. I suspect any modifications with scissors will be a criminal offense, so a bigger wallet it has to be.

 

The A, B or C is at the top right corner. My mate had a B. It's pretty prominent.

 

The QR code, scanned via wechat, directs you to some sort of Rules page. It seems Generic, not card holder specific, and it is all in Chinese.  It has lots of photos of lovely Chinese scenery.  It does not seem to have the info the legislation said it will have.

 

But it's a start I suppose.

 

Some facts for you folks out there who can't find info.

 

My WP card has been approved, and the WP office issue a certificate to say you have been approved. After the certificate is issued, you need to submit your original documents to the labour office. It will take 5 to 10 days to issue the card.

 

Take the card to the PSB with the usual stuff to get your residence permit.

 

Here are some facts that I will share, because I have been at crush depth over this in the past few weeks.

 

The system is new, and the PSB is very understanding. I don't have my physical work permit yet ( Laminator problems I suspect, not enough pouches), but my RP ran out today. No problem, HR and wife (cos I don't trust HR), went to PSB yesterday and submitted my application for an RP without a WP. They accept it, and ask that you bring them your WP when issued. They had the document to say the WP had been granted.

 

They give you the magic PSB passport receipt. Once you have that, you are safe. And for info, It's not tourist visa etc, It's just a receipt. You can continue working.

 

PSB told my wife they will give me a three year work RP. Depends on job contract.

 

I do not have a degree. Non teaching job. I can confirm you do not need a degree for non teaching jobs under the new system. This was a major worry for me.

 

I did not have to do a new medical.

 

You do need to present your documents as if you were applying for your first Z. But after the online WP application. If they are in your home country... you need them here.

 

Chinese HR departments have no idea how the new system works. And there is very little on the web about it. Even in Chinese.

 

As for the other stuff such as criminal checks for teachers, I have no idea.

 

There is a total lack of information out there, so lets put some info here Smile

 

And make sure your temp residence registration is up to date. They are hot on this. I had to get a new one because the local cops made a spelling mistake.

Update.

 

I got my WP today. Not actually in my hand. I got a fuzzy photo.

 

It's the proper credit card thing now. Looks cool. Has an 18 digit Chinese ID number on it. The number is based on your date of birth.

 

I got a C grade.

 

One year.

 

Strange thing is, it has a start date but no end date. You need to scan the QR to get that.

 

Just for the record, so you folk know.

 

My history is Z, first work permit 1 year, first RP 3 years. Second work permit 2 year, third work permit 2 years, second RP 2 years.

 

That takes me to 5 years through the combinations.

 

No degree.

 

Health check with initial RP application 5 years ago. No health check and no criminal check for this new system. Engineer. Teachers might be different.

 

No mention of the 5 year rule and have to leave, no mention of the consecutive work permits that give you a 5 year RP.

 

It seems to me that they have just abolished the work permit labour department and given it to SAFEA. SAFEA are qualification mad, it's the only thing they see.

 

They don't tell you how many points you get

 

They don't tell you the scoring system. But wait for more info on that. I am setting the wife loose on SAFEA tomorrow, so hope to have more info soon.

 

The main thing is, it is possible to work here without a degree. But the Chinese Government classify you as a toilet cleaner. No matter how big your budget, no matter how many patents you have.... no degree = toilet cleaner.

 

But to be honest, I need time to clarify this. I am not sure if the real root cause is lazy HR or difficult Government.

 

So bear with me. I need to set my wife loose to try get some real facts indecision

Forgot to say.

 

The license to employ foreigners needs to be updated. This will take 5 to 10 days. So you need to get onto your HR departments to get this done before you start to apply for renewals. If your work permit is due for renewal in August, I suggest you start badgering your HR tomorrow

Yeah our HR got an email. Out WP Cards roll out on Oct 1st after the holiday, we'll still be using the FEC booklets for now.

I know the stress and frustration Scots has been through recently as we're in a small Wechat group with a few other ECC users. From seeing what's happened I'd fully agree to get your WP renewal started early this year!

 

Mine is up for renewal in September & I'm like Scots. My highest qualification is a HNC in Engineering. I manage a small sourcing WFOE. 

 

I've scored myself on the new system & I'm a B but only just. 

 

The company lawyer, whose business is setting up WFOE's fortuitously contacted me yestetday to start my renewal process. I was going to email him this week after seeing what Alan went through.

 

He's going to renew mine under the new system. 

 

This is what I've been asked for the first step (electronic submission):

1) Scans of qualifications 

2) Scans of passport ID page & current RP

3) Electronic passport style photo with white background, head taking up 2/3rds of photo 

4) Scans of current WP

I also sent him my resume in Chinese & a new 5-year labor contract. We're going to push for as long as possible WP. 

 

He's not mentioned anything about a criminal records check (yet). I've been in Guangzhou 7 years now so don't know if I'll need one. 

 

He's told me he'll want the original certificates in about 1 month. 

 

I'll update here here when I know more...

I was informed by a few schools, the new system is not fully operational in most areas of China. As of June 15 2017 this is when they feel its fully running and being used China wide.

1. I was told if in China, the criminal record check can be done in the area you are now. This means the local Chinese police station. no idea how that would work.

2. All degrees will be required to be authenticated IN YOUR HOME country. (the word authentication is wrong, what it really is, notrize the copy of degree, then your local area government will verify the lawyers are in good standing, then the Chinese consulate will stamp the copy, you are now good to go)

For Canadians, i found a company in Vancouver that does this, 1700rmb as they have a Chinese bank, this included shipping back to you in China.

Concerning a Chinese criminal background check, I decided to get one. Went to the PSB where one submits their passport to get the Residence Permit. Directed to an officer and submitted by passport. He wrote out a form, gave it to me and sent me to a police station.

 

Got to the police station and after having to run home close by to get my pictures (always have pictures on you when doing this) the policeman asked me some general questions, got my picture and whatnot and about fifteen minutes later got a piece of paper with two chops which more or less stated I have not committed crimes in China since 2001. Absolutely free. Same day. Nearly painless procedure.

Update for you all.

 

My RP finished yesterday, so my legality in China is based upon my PSB passport receipt. My work permit has not been issued. Tomorrow is the tenth day. HR shrug their shoulders.

 

I am at crush depth plus 1mm.

 

This morning I asked HR about the online WP application system. Can you do it from your computer, or does it have to be a Govenment computer... Dont know.

 

Me to HR... look at this photo of the new flimsey work permit.. look at top right... A B or C. Do you understand?

 

HR to me... " It does not matter.. we will buy you lunch"

 

So here is the situation. The WP people say they have approved my WP, they examined my scanned documents, said yes, I submitted my genuine documents.... then nothing. They said 5 days, tomorrow is the 10th day. No mention of my grade.

 

My RP expired yesterday. But they accepted my WP yes letter to apply and put on hold.

 

HR just shrug their shoulders when I ask them for info about the system... you don't need to know.

 

And here is where it gets even more stupid. When I had to reapply for the WP, I thought to myself I need to organise. I dont have a degree, but I do have commercialised patents with the company I work for. Six of them. I printed them out, got the comapny chop on them, and asked sales to put money numbers on them.

 

HR did not submit them. The agent said not required.

 

The stupidity is beyond the pale.

 

You guys and gals need to get your HR onto this now.

Scots, what about the Computer test or Chinese laungage test, and how many years you've been here, your age and all those things, can you tell us more about that? On your note: Sounds like the PSB being the PSB during a busy time, I'm sure your resident permit will be in your passport soon, the PSB only cares about the approval from the FEC (WP). They are slow sometimes.

When they ask for your documents, say "Yah, don't worry about it" or whatever.

 

When they ask again, tell them "It's fine... I've already sent them".

 

Use ALL the same BS responses they've given you... until right at the last second - tell them you're leaving!

@ Irons....all the grading scores I've read online have referred to getting points for HSK levels 1-6 by means of having passed those exams. It seemed a sensible way to do it...especially as Chinese are supposed to get scores in various foreign English level tests.

i guess it is different in each city and the documents that you need will greatly vary...

I just got my RP under the old system because apparently they dont want to do the new system yet in Shanghai.

But yea I also start to worry then next year. I only have an equivalent of a bachelors but it is not a bachelor degree so I guess they don't even know what I have and it lets their heads explode.

Well good thing is, if I wouldnt get a new one, it would be a good excuse to leave Smile

it doesnt matter, the authentication is not verifying its a real degree or fake even.

Its as ive stated on other threads.

1. notarize its a true copy.

2. government checks the notary and makes sure he is valid, nothing to do with the degree.

3. Chinese side verifies the seal of the government,

4. Your legal now

I am trying to find out if the initial online work permit application can be done from any computer, or does it have to be done from a computer in the SAFEA/Labour office

 

I have asked HR.. Dont know.

 

I will keep pushing. Will let you know when I find out.

In regards to the no criminal record check, was told i didnt need it as im in China.

But, trying to prepare for the in case.

Does anyone know if we can use the many websites that provide these services or does it need to be done from the real police station in our countries?

The online site i was thinking to use says theirs can be authenticated, but im not sure how true this would be. Their sites wouldnt have the RCMP logo on it nor the person in charge.

thoughts anyone? trying to hope for the easiest way and preparing for the hardest way.

I use one from my city cops I got in 2013. Everybody is happy with it, despite Non-criminal cert. shouldn't be older than 6-months  same as ME cert. IMO.

I don't know any of the web sites for Non-crim. cert., 'cause my Bj Embassy told me either 'we can get it for you' or 'you can get it in person'.

Update for you all.

 

I physically have my grade C work permit card. It's a proper credit card thing. The Chinese text on it seems to be Government speak: I asked my colleagues to translate it and they gave up. The language seems to be Government specific. I managed to get one translation after someone used their Chinese dictionary... It's basically SAFEA.

 

On the front of the card, it says " Ministry of Human Resources and Social Security". And below that, it says "State Administration of Foreign expert Affairs"

 

Here is the strange thing. My mate who does not have a degree, we are same age, same era, 30 years experience, factory rats, He got a B. According to the agent my company used.. No degree=C. We have identical qualifications, but in different trades.

 

But he got a copy looking laminated thing. He is traveling tomorrow on a supplier visit, his passport is in the PSB. He only has his fake looking work permit and his PSB receipt to travel on.

 

We agreed on an experiment. He will try to travel on his laminated NEW work permit.

 

Another thing to mention.

 

I scanned the QR card on my phone phone with wechat. Almost everything is there. Passport number, photo, employer, address,

 

But when we scanned my mates laminated work permit, it delivered a Chinese tourism website.

 

I will keep you folk updated.

To add... your ID number is based on your date of birth. We seem to get an 18 digit number, Chinese are 18+1.

An interesting point. Yesterday I only had a photo of the new work permit, but I happened to see the local population Police. I asked them if they knew what it was. They did not know, and said they would phone my wife to ask. They did phone her, and now they know.

Update for you all.

 

As previously reported, I was given a one year C category work permit.

 

My passport arrived back from the PSB today with a shiny new 3 year resident permit in it.

 

I am confused. Do they want me or not?

 

Combined labour office and SAFEA seems to say no. PSB says yes.

 

It makes no sense to me. I was expecting a one year RP, being a class C, but they gave me 3 years RP. I can't figure it out. Nobody can tell me how many points I scored, Nobody can tell me what the score system is... SAFEA says fuck off.. PSB says please stay for 3 years.

 

My mate who got cat B under the new sytem got a one year RP. He got a two year work permit but a one year residenent permit.

 

Our qualifications are almost identical. His electronics, mine mechanical. No degree.

 

He gets B WP. I get C RP. He gets 1 year RP. I get 3 year RP.

 

Please post your ABC experiencies here. People need to know.

I just want to add. Many foreigners I talk to on wechat groups seem to have no concept of what this ABC is.

I don't know anything about ABC ... I completed the Contract (RP expire on June 7th) and I asked School's rep to take me to PSB for 30-days RP extension a week earlier, but nobody call or tell me anything.

I dialed SAFEA this AM and asked them for help. Agent replying understood my 'trouble' and promised they will call School and coach them on the proper procedure.

They'll call me back tomorrow about 'results'.

I need new RP sponsor, but everything is still in the air.

On the top of all, dentist can't finish the last part of repair in a week, despite as I paid last part of the bill, I told him he must finish it all by June 7th. He said 'OK', but now 'I can't finish it for this or that!'.

However, dentist completed the most important part, but he still 'owes' me a repair for some 7k RMB.

My blood pressure is very low ... That is the reason I am still alive ...

I am not sure if this is OT, but .... about few new things I was coached today:

 

1. At the completion of the Contract, 30-days Residence permit extension grant doesn't exist anymore.

New extension grant is only 15-days which will start to count from the day you give the passport&2 photos to cops and it will be stamped immediately. No more 3-5 business days.

At arrival to new city/RP sponsor, you will be able to get another 15-days RP extension before new employer will take you to PSB for the new Contract length RP (10-12 months).

2. FEC isn't supposed to be canceled anymore and you don't need FEC cancel certificate for new employer. You must hand FEC to the employer before you leave the city.

After the expiration of the FEC new employer will be able to apply for new FEC without any certificate. It's all done online anyway!

 

These two novelties I heard today in Guizhou. 

 

Police in Guizhou carries big 'SWAT' sign on the back of their uniform ... I am not sure what that means .... 

 

 

 

BuTT ....'ha-ma-pii' means 'you are beautiful!' ....  and if you say 'ha-ma-pii-guu' you are saying 'your ass is beautiful' .....  .. I guess!

I'm currently getting docs ready to change jobs, in Shenzhen still the old fashion way, I need to get my FEC canceled first. I will post everything crazy thing I am doing now and preparing or prepared for this job change so others can see too, some time in July, late July. The only new thing that I found so far is the fact that my security China check had to be notarized by the Notary office in Futian, Shenzhen.

I was at cops almost 3 hours this PM. We started yesterday: 'cop is telling me he can only grant 15-days extension and when I arrive to the new city, school can apply for another 15-days'.

I brought an old passport where I have two 30-days extensions after the end of RP. As soon as cop look at it he: 'That's the date when FEC was cancelled!' 

Everything is in English on RP extension, so I know cop is BS me.

I called Guiyang 'FBI'  and bastards they confirmed: '15-days here and another 15 days in new city'.

Now, my boss asked me to write 'statement I want to cancel FEC!'. I gave them FEC on May 2nd and on May 20th I asked for cancel cert. Rep sent me text: 'Are you sure you want to cancel FEC?' 

I am thinking, there's somebody here mentally impaired. Even SAFEA told me yesterday: 'OK, we will hurry-up with FEC cancelation!'

And then today, no cancelation necessary, but when book expires, new School can get new book.

I am having light headache ...and I was keep thinking today what 'tits' said: 'They don't want FTs in China anymore!'

Man, they can reach with the wrong hand around the ass to the wrong pocket endlessly.

You were 100% on the ball with: "Don't change a job this year!'

'add-it': You need 30-days RP extension because after you arrive to the new city, School has some 25-days to apply for new FEC, new ME and the last 'new Contract RP extension.' It is a lot of idle time in this 30-days of changing an employer. I always thought everything could be done in a week. But, even today potential employers are telling me '15-days extension isn't enough and you must exit!'.

FEC cancel cert. isn't logical, except 'FT must return the book to get another job with new FEC'. But otherwise, FEC expires anyway and new employer just apply for the new one after that.

Me too! maybe ...! I applied to a million Schools and I got an offer last week from the School in the same city I am now.

However, everything is going very slow IMO... I am waiting for Contract offer. It was promised today, but Principal texted: 'We'll talk tomorrow ...!'. 

 

They are all relaxed and my RP ends on Wed. Had vacation planned already .... but I need new 1-year RP before that.

So, I am looking for new sponsor and in the same time for the plane ticket for return to EU.

Honestly, I won't negotiate anything tomorrow. I'll accept anything they give, because I want to give time to ya-yi to finish my chew. He is a master and he is under-priced.

In West, we usually apply at one job and wait for the response. In China, I apply everywhere. I applied for so many jobs, I have a bad feeling. About myself! 

Why? because in China promised job suddenly change to 'whatever excuse is on hand'.

 

I had signed and stamped Contract with Henan Uni. three weeks ago. Planned my vacation during summer recess already ...Then, suddenly everything was dismissed 'because new regulations came out ... as 'teacher can teach only in his native language', so I stayed 'dry' and so on.

Schools in China should be held responsible when they offer Contract to FT who doesn't qualify to SAFEA's regulations. But, they aren't. They fuk you up and water-is-colorless ....

Then dentist manager took me to the School nearby for a demo class. Principal there was happy, but it took 'ages' to get an offer. 

So, I'll discuss new Contract offer 4 days before RP expiration.

I must be panda in my previous ....

BuTT, if I do the same with the schedule, they are all up in the air. They never look how do I behave at given promise even at not important one and try to copy me.

 

Yeah, we see what happened: Principal promised last Wed. 'I'll tell you about Contract by this Fri. and then I sent him a text yesterday in the evening about 'his promise' and he replied: 'Can we talk about Contract tomorrow?'.

I even asked the dental manager to call Principal and ask about Contract with the excuse 'he paid for the dental work and Dentistry must know, if he'll be able to stay in the city longer than June 7th because we can't finish everything by June 7th'.

Dental manager is completely opposite than ordinary Chinese. They really meet any of my requests .... I am using Dental's address as my mailing address in the city, because at School where I am ... bunch of morons.

I finally received a call from Beida's principal and confirmation School will offer Contract which will be the same as I have now with few changes 'as less working hours and lower salary' as one of my suggestions. I also agreed I will live on the Campus which is out of DT in pristine mountains. That was a part I just agreed for difference of last year when I negotiated 'apartment off the Campus'

Chinese don't really understand Contracts in English, so I told them if they'll lower classes requirement they can lower the salary too.

The principal also has SAFEA's confirmation on reissuing of the new FEC for me.

The dentist was the happiest dude when I told him I will stay another 12 months in the city.

So, I will have many more 'raingoats' by June 2018. Holidays plan is back in the loop, too. Da Nang, here I come .

I don't think, I need any 'notification process'. I might need only new ME, but even that I might not be required to do.

They speed up the process at SAFEA and PSB, too. Before you got 30-days RP extension and then you sit around for some 25-days.

You can't travel anywhere because at your arrival to the new city, rep. would apply for FEC .... then 10-14 days in horizontal and then ME. 3-5 days later, rep receives ME cert. and apply for an Insurance. You must still stay still in the city ... and then new Contract RP extension on the last day of your 30-days RP. 5-days later you get passport back and can 'exit&return' to China That's it!

You need a week to complete all that. So, it looks they speed up whole process and cut 30-days RP extension to 15 days only.

New FEC took the longest and now it looks after an old book expire new book is issued.

I'll go to cops on June 7th for 15-days extension and I am done. Moving my stuff to new School's apartment and wait for new FEC. Then, cops again for 1-year RP extension.

At cops, RP issuance will be instant as it looks with 15-days extension: I'll get new stamp on the day I give passport&2 pics to cops and they'll return my book right away, too.

Many things here I am only assuming. Who knows what will happened before I get new 1-y RP.

Update.

 

After being "granted" a C grade one work year permit I was feeling a bit down. After all, the Chinese Government has classified me as an undesirable. A manual unskilled worker.

 

As said above, I got a 3 year resident permit in my passport. It's all conflicting.

 

Here is the strange thing. I bumped into a UK guy I know last week. He has no qualifications at all.. he got an A. But he is on an expat package. It seems income is the automatic critera to get an A.

 

Anyway, it gets stranger. My wife had arranged with HR to go visit the labour office to try to get me upgraded to a B. And I had asked them to find out what the GZ point system was.

 

Result was... you can keep applying, we wont tell you what qualifications we will accept, we wont tell you anything about the points system, and we wont tell you his score.

 

Then... wait for it... my wife and HR asked if I qualify for a green card.Government looked on their computer and said "Yes, do you want to apply now?"

 

I got a wechat message from my wife asking what I want to do... I said do nothing. Lets do it again next year. I can handle a year as a grade C dude .

 

Now it gets even more strange.

 

After the meeting with the labour/Safea office, my wife took my slick looking work permit card, my passport etc to the local Police station to get my temp residence permit. After all, there is the 24 hour registration rule. Please note that my sister in law works in this Police station. My entire Chinese family are on first name terms with the coppers there.... " What's this? I cant issue a temp residence permit with this. I need the blue or brown book. WTF is this. Go away, I need to talk to the supervisor, come back next week".

 

So I cant register with the local Police because they have no idea what my credit card style work permit is. My wife explained to the coppers what it was, but they refused to accept it.

 

So now I am violation of Chinese law because I dont have a temp registration permit that is tied to my resident permit in my passport.

 

I am awaiting a knock on the door.... You have not registered with the police... I tried and you said no.... you are not registered.... deported

 

I know that is silly, but I think the confusion is intended.

Go back and take a photo (with date) of the copper with you holding your ID card. That way, you have proof you tried to register.

So... here is the stupidity.

 

I could apply for my green card on Monday, but I can't because I don't have a temp res permit, because the cops will not recognize my Chinese issued ID number card.

 

Yeah yeah, I know it's not a Chinese ID card. !8 digits v 19 and all that.

 

Under the ABC rules, C are supposed to be washing the dishes of A people. C are people who China does not want.

 

So how can a C person be qualified for a green card?

Wife went to the Police station today to apply for my temp resident permit again. She just took my passport. They already have copies of all the other documents. She did not take the new work permit card, she said it would confuse them.

 

Still confused. They said they will phone her tomorrow.

 

It's a non stop battle.

 

To be legal, I need 3 bits of paper, or plastic. RP in passport, Plastic WP, and temp registration.

 

I have 2 so far. And the simplest seems to be miles away from being in my grasp. Local Police are saying I can't get a temp RP without a brown or blue book.

 

The office that issued the credit card WP is a phone call away... but nobody will phone. The PSB is a phone call away... no nobody will phone them.It seems only senior ppl can make phonecalls. And that needs triplicate forms Vogon style.

 

I have stopped carrying my passport now. I just carry the WP card. I have only been doing this for a few days, and to be honest I feel uncomfortable.

 

If I was on my ebike and got crushed under a truck, would they know how to scan my WP card? If I had my UK passport on me, and my insurance card, I think I would get more urgent attention rather than laying there as they made phone calls to find out what the fuck this card is.

will you be able to work on the green card if you decide to get one? I am sure I qualify, but I don't see why I should get one because I have a long term Q2 visa.

Green cards allow you to work anywhere without having to get a work permit. Go for it if you think you qualify but remember it's about 6 months for approval.
