Q: Chinese bank account issue

I've been cast into a pretty precarious situation recently and i'm wondering if anyone has any tips.

 

I've had my wallet and passport stolen today. I've already been onto my embassy and they've ensured me I will have an emergency passport issued asap. With regards the stolen cards I've contacted ICBC and told them to cancel them. I'm wondering whether I can have the funds in the account transferred into a new account, even if the only forms of identification are a copy of my passport and birth certificate. Any advise would be greatly appreciated.

Not directly the answer you need, but when your embassy gives you your new passport, provided you come from one of those countries where new passport = new passport number, have them issue a signed and stamped document stating that the stolen passport and the new passport do in fact belong to the same person.

Unless you have your bank ATM card, they wont transfer any funds or give you any cash.

You need your ATM card for that. Even if you have your bank booklet, you cannot do squat except freez the account until you get your ID and new bank cards back.

As Guilin Raf said, until you get your new passport and new bank cards you will be out of luck.  Bank cards can be done instantly if you accept a new number on the card.  Emergency passports takes about two weeks, sometimes less.  But you can draw money out at an ATM machine with your new bank card.  Passport is only needed when a teller is involved.  Bring the copy of your passport to bank and try talking with the same person that you asked to cancel stolen cards and see if they will issue you  new ones.

You do not mention a thing, but I hope you went to PSB and told them about your stolen passport. They will give you a 30 days visa and exit permit, and you will need to get a new visa when you get the new passport, since your visa showed the stolen passport number, it is no good on the new one.
