Q: Is the Chinese employees culture much less proactive than in Europe or US?
My experience in this area is limited, but I have noticed that the Chinese employees tend to work in a much less proactive way and need more directions to do their work than what I was used to back home.
But on the other side, you have plenty of people starting their own business and achieving great results showing a very proactive mind
I can think of 3 options:
1- Most of the proactive people will choose to start a business on their own instead of working for other people
2- They are only motivated if they are working for their direct benefit
3- I'm generalizing and I don't have a clue of the real business culture in China

i was at a restaurant on the fifth floor and they could not serve half the menu because they ran out of rice, but in the basement is a supermarket with lots of rice.
the manager never considered taking cash out of the register to buy rice at the supermarket and put the receipt in the register so they could have more sales that day,
just wait for tomorrows delivery, who cares about sales , i still get paid , to hell with what the customer wants.
how do you teach initiative and common sense, logic is non-existent ,if the manager had bought the rice in america , the owner would have praised him and maybe a raise, the chinese owner would probably be mad that he left the restaurant and took the bag of rice off of his pay.

That's true. I can remember many similar scenarios happen in past, when I was working in trading company. My wife and all the chinese staff do not understand how could I take few thousands from my account and pay for goods which was in hurry need to send to customer, instead of delay the goods payment and sending out, while waiting for money come from abroad. Try them to explain that it may caused damage to customers market and our own image, but they insist on that we shall not be blamed for delay, if no have enough money from customer. Orders came almost every day, but money you can send about twice a month to save the bank fees and so on.
When my wife pushed me to stop do this, business went down very quickly :-(
