Q: CONTRACT finished, expert cert cancelled. They gave 30 day visa said couldnt extend another 30 days
Can I go to a different province then ask for another 30 days? if so I can delay my return to my country another 30 days. And later get a L visa in my country

Think you need to leave. Do the whole Z process again.
If you quit, your RP will be converted to an L visa. Without the expert book, not sure you can get another RP.

You must either get new Residence permit sponsor (who'll extend your RP for the new Contract duration) or you must exit China, before the last 30-days visa/extension expiration.
RP is given for the duration of the Contract, or in other words one is required to be in the classroom on the last day of RP.
30-days L (or 30-days RP extension) is given either for changing RP sponsor/employer or traveling/preparing for exit from China.
As I know, you can't apply for Chinese visa in China (except in Embassy in HK). That is the reason, you won't get another L and you're required to exit China before the end of the last 30-days visa.
