Linda, we are going to need a little more information here in order to give you a reasonably approximate answer.

1.  Firstly, whether or not he can apply for a Z visa in Hong Kong will depend upon two things : his nationality (meaning the passport he carries at present) -- if he is from one of the countries still eligible to receive Z visas in Hong Kong, then he can apply in Hong Kong (generally speaking US, Canada, GB, NZ, and Oz).  If he is from another country, particularly if he is from an African country, then the Hong Kong door is not open.

2. and if the Letter of Invitation actually specifies Hong Kong as the place to pick up the Z visa.

Those two questions are the crucial ones in this case.

His nationality is India and he recently graduate from china

so can he still have chances to get Z visa from hong kong?

Linda, I am not 100% sure but I believe that India is one of the countries for which visa extensions are not available in Hong Kong.  I believe that India is one of the "must-return-to-home" countries.  Nonetheless, why don't you contact Forever Bright Trading Co. in Hong Kong or another visa agent?  You can send them an email and ask them if they can do it.  They are efficient and prompt and no, I don't work for them and I have never worked for them.  They are just one of the companies that a long-term expat keeps in his or her box of emergency numbers.

A: "... through ..."?  Only "through" comes to mind is "Shenzhen agent can connect you with an employer, who's authorized to hire waigouren ... and can sponsor Z visa." It's not like every 10th person you meet in Shenzhen's hood can sponsor work visa ...  The only way to change from student to labourer visa is just a regular way by: 1. Finding an employer, who'll apply for an Invitation letter; 2. Exit China and apply for Z visa in your home country's Chinese embassy; 3. Enter China in 30-days after Z visa was stamped into your travelling instrument ...As I am aware, you won't be able to switch to Working permit by remaining in China....,so make ready for a return to your home .... -- icnif77
