Q: Degree certification issues/questions

Can someone direct me to some kind of online resource that outlines the changes that have been made regarding degree certification? This question has already kinda been asked but I would like one of you bright sparks to show me something that has an official statement about the changes. Much appreciated.

Sorry, I can't help you with your question but like every other rule here, it will probably depend on where you are and who your school knows rather than whatever some website says.

100% correct.  I'm probably going to sign up to a new employer shortly and it seems they don't anticipate me having to do anything.  Of course, we shall see...

Only your HR can show you this because the FEC/FEB office will give your legal school or training center an email regarding this matter or you must go to the FEC/FEB office and ask them to tell you directly to your face. Don't be lazy, walk in and ask them, I did. In some cities it has started, in Shenzhen it starts after September 2016. No one here can show you an FEC/FEB email alert, we can only tell you that some of  our faithful expat ESL friends are being asked to get their University degree copy notarized and taken to the nearest China Embassy which has to be in the country of where you earned your degree than get it authenticated.
