For any of you that drive a car like me and Mike in Shenzhen, new laws have started and you won't be able to walk in and buy a car anymore without getting the license plate first. There are 6 new very tiring & troublesome steps to get a new car plate number#, to name a few, 1. Must have a Shenzhen Hukou, no more. 2. Must get a number and play like a raffle, if they pick your number( example you are #6 ) then you can go to the appointment to apply for a plate tag number#.
Well, there will be 8% less traffic tomorrow, why? Cars with license plate tags that are from other cities like Shanghai are not allow to drive in Shenzhen now during most busy driving hours. They are restricted during the most useful of times that people drive.
So what are your other Shenzhen options? Well, If you own a Shenzhen car, and your car is over 3 years old you can transfer that car # plate tag to a new car and save yourself a load of trouble.
But IF you buy a second hand car you can't take his car tag number even if you want to buy it, you must get a new plate tag number# first than buy your second hand car,. ( Not that we would, better to buy new.)..
This also means that "second hand cars" will become much cheaper because harder to sell without a car tag number # to join it, before the tag number could join the second hand car and you just transfer the name of ownership, but you can't now, not any more. This also means that new cars will cost 20% more because less will be sold.
@Mike man, you hear that, we are lucky to have our Shenzhen plate tags.

Like I said in the PM man, i just got my plates the 26th hahaha sooooo lucky. There are other ways around, car dealerships wants to move cars so they will apply for plates for other cities, not sure how serious shenzhen will be about only local plates.
How will they enforce that?? People cant drive to shenzhen for a meeting or purchasing trip?? Sounds wierd. Lets see if any of this actually hold up.

Wooo, the 26th man? Now that is awesome, only three day before a sneaky law comes out. It brings that feeling I get when I see an NBA player make a 3 point shot with time expiring on the clock and wins the game. I can't use my plate for a new car until June 2015, my car will be 3 years old next year.
They have been doing that for over a year in Guangzhou.
Car sales seem to have gone through the roof. My Chinese friends with a driving license but no car all entered the raffle.... and they all won. So they all dipped into their savings and bought a car.
Don't worry about it. It won't take more than a few months to win the number plate raffle.

Yeah thats true , it hasnt effected sales in GZ, plus if the raffle is too mafan all the dealerships can get you a plate from foshan or nearby. My wifes friends just did that.
I already got my plates mwahahaha, however I know quite a number of people with plates from nearby cities (e.g. Dongguan, because cheaper) who thought they were smart, now they are in troubles.

I'm more concerned with the rush hour restrictions. I bought my car 3 years ago in Zhongshan so have a "T" plate. Guangzhou talked of bringing in rush hour restrictions a couple of years ago but never implemented it. Now SZ have they might look at it again.
The he lottery restriction in SZ is interesting that you must have SZ Hukou. In GZ you must have paid local taxes for 3 years to enter. I'm nearly there with that so will enter the GZ lottery soon.
Interestingly, in GZ, I read in the first year of their lottery about 20k people bought cars in Shunde & got them plates there which is why GZ were talking about rush hour restrictions.
Does anyone know if the three year restriction applies to the car itself or to the plates? I bought my car secondhand and it is over three years old, but I had to register new plates to transfer the car ownership to me. I've only had the plates for about a year. So would I be able to transfer my one-year-old plates to a new car next year?

The plates must be 3 years old. The age of the car means nothing, it's all about the plate number. After 3 years you don't have to worry, but it'll take a month to transfer the plate number to your new car. I called them today.
