Wow, Finally, this is great news for new guys or ones ready to get on with their job lives and move to new companies. Though I don't see how they really check, so universities they can call or check online but others and lot feel this is a privacy issue and thus ask the former student to return or request a copy than get it notarized. But who knows, as long as it works without trips back home.

The notoriously grueling work permit application process for foreigners in China just got a little easier.
The Ministry of Education's Overseas Students' Service Center announced the roll-out of a new online system for diploma verification Monday, marking an end to the days of expensive, transoceanic DHL fees and wasted afternoons spent in line outside consulates for aspiring foreign workers.
In the past, work permit applicants had to get a physical copy of their original diploma notarized in their home country and ‘apostilled’ for use in China before getting it authorized by Chinese consular officials in the country where the document was issued.
Some applicants were able to forgo some of these steps by queuing with their diploma at their countries’ embassies in China, before presenting the authorized document to officials at the Exit and Entry Administration.
Under the new system, foreigners of any nationality can submit digital copies to the new verification website, where they will be reviewed and (hopefully) approved in as little as 20 business days. Simply register with your name and passport number, upload your documents and you’re good to go.
For the time being, the online interface is only in Chinese, so the less literate among us might need a hand to navigate the process.
Total service fees will set you back RMB360, not counting the delivery fee (RMB15-25 for mainland China and Hong Kong) for your physical authentication receipt, and is payable via any UnionPay bank card.
In addition to smoothing the road to legal status for foreign talent, authorities hope the new system will help limit the numbers forgeries and doctored diplomas that slip through, GD Today reports.

Notice1: If you study abroad and get your diploma abroad (for example, Singaporean study in UK and get a UK diploma), then you need to provide extra UK student visa copy as a proof.
Notice2: If you get your diploma from a school which is not licensed by your country's Ministry of Education, the authentication will be failed for sure, so please don't try with a fake diploma or a diploma which comes from a no-license school. If the authentication is rejected by this reason, we will only re-fund you government authentication fee. We will not re-fund you the service fee and the government translation fee.
Normal Service takes: 45 Working Days
Procedure of Diploma Authentication service:
Step1: You send above list 1,2,3,4,5 (clear scan copy, specially, for your picture scan, please make it's the same one which you will bring with you at Step4) by email to Magic@visainchina.com
Step2: We will review your application first, if everything is ok, then we will request you to pay full amount in advance.
Step3 (3 working days): We will go to the official translation company to do your diploma translation.
Step4 (40 working days): We will submit your application to the China Ministry of Education (MOE) for authentication.
Notice: At this step, you need to bring all above list 1-5 (please make sure the picture you bring with you is the same one you email to us at Step1) in original and show up with us (Appointment will be either Tuesday 9:30am or Thursday 9:30am, please arrange your schedule) at the government office, the officer will check your original documents and keep the copy.
Step5: After the authentication is ready, we will express it directly your address.

It is an agency and they have suspended this service anyway.
If you look at their website, it says 'suspended' next to this service.
I am confused how they would be able to verify this with overseas universities. Certainly in UK, the data protection act works so well that even the bona fide degree holder must prove his/her identity in person before they will discuss anything.
The Chinese government could not verify anything, hell they can't make correct highway English signs on the government highways, G235 in Jinan has English sign "2th Loop Road", permanent blue sign. Also governent websites usually have a strange ending in the websites like *.gov.cn or some such nonsense.

Can't wait for this to start nationwide. Please Shenzhen be next on the list usually they are on top of updates like this. Way to go Nanjing.
The notarization thing started only 4 years ago. It is still not applied universally.
And all those rules are enforced sporadically depending on which province your in.
