I have an account at China Merchant Bank in Shenyang. I was wondering, can I still keep my account here if I moved to Beijing? I have also heard that even if i used the same bank ATM in a different city or provience they charge for withdrawl services. Could anyone confirm with first hand experience?

Bank of China will charge you a percentage of ATM usage outside the Province were your bank branch is located. Other banks I just do not know because I do not use them.
It is very easy in a way, just close your account when you leave your present city, and when arrive to the new one, open a new one up.
China Construction Bank charges a nice little 1% fee for withdrawing money from an ATM outside of your account's "home" city. So for example, when I withdrew 1000 rmb from an ATM in Hangzhou (I live in Ningbo), they added a 10 rmb fee.
I think there is also a fee to "move" your funds from your account in one city, to a new account in another city. The only surefire way I know to avoid this is, is to to just withdraw everything in cash and open a new account in your new city. Pretty gay, I know.
