The people I have asked all said that they dont get penalty rates.
Not at all, but a lot of workers get a bonus at the Spring festival in January or Feb each year, some get a bonus every month if they do things right. Actually we (foreign teachers) have been offered a bonus every month if we aren't late, don't miss a class etc. No it is not a bribe to work harder it is just a way to reward good workers. I think it is good, as for overtime money I think that is not good for people because a lot of people fight over extra hours.
By law, if a Chinese employee works overtime (2+ hours) the employer is required to provide a meal charge (usually 10-20rmb) and a "late transportation reimbursement" of 10-20rmb. The usual amount is about 30rmb on average I believe.
If employees work on a public holiday, they will have to be paid 3x their wage for the day.
Depends on how well legalities like that are kept track of. In a lot of places they may not get paid for extra work at all. A school I used to work at would require its Chinese teachers to clean the school about once a month and they were paid with a bottle of water and some street food.
de pend on where You work,if big city they will paid, but not double maybe is Ok
I've heard that in factories, employees will get paid better than their normal pay for overtime. I'm not sure by how much. The problem is that they need that overtime to survive and send money back to their families. Then they spend whatever free time they have sleeping. The question shouldn't be "do they get paid overtime?" It should be "Is the overtime even worth it?"
Some one should get extra money for overtime, but I don't know any of them...

Yes they get paid, no they do not get double.
But they do usually get paid hourly in factories, so extra hours always help.
The factory we use here pays very well, but in Shenzhen...this is an employees market...if that's possible in China.
Don't forget that almost all factories have to offer room and board for free too (OK..included).

I'm in the bicycle business. The factory has low turnover compared to most, but you always lose some workers after Chinese New Year...they just stay in their hometown. The concept that happy well paid workers are more productive is not even considered here...only supply and demand matters. We just hire factories to make our product, so my statements are only from observation.
On national holidays, double or triple salary is protected by law. But the boss usually doesn't obey the law. It depends on the boss and the company. Now it's better.
