Q: Do Foreigners have to pay for electricity and water if they were not told they had to?

Does a foreigner have to pay for electricity and water if they were not told they had to when they moved into an apartment?

Electricity and water were added on after they moved in.

There is no contract or lease for the apartment.

 Are  they free to move from the apartment without paying for water and electricity?

Hat-trick! 6 points for answering three of your inane questions first! (Hint: give people more than five minutes to answer before asking the same darn question again (and again, in your case). Let's say you go to a restaurant. They don't tell you you have to pay for the food. You order, you eat. Now they actually expect you to pay for the meal? Outrage. It was not "a" question but three...each related, each asked within the same hour. You say my answers were rude and inconsiderate but your questions exude a sense of entitlement: "I had nowhere to go...someone gave me a place to stay but I don't like it. Do I actually have to pay anything for it?" How old are you? Nothing is free in China (or elsewhere). You must be pretty naïve to assume that someone could be doing you a favor out of the goodness of their hearts. My question to you is: how did you find yourself with no other option but that place and the street?

Somebody must pay utility bills. Either apartment resident or School, which rents an apartment.

My School pays all utility bills with no forward acknowledgment. I wasn't asking about it (because of representative's poor English level), when I moved in the place, but after a month I knew I don't need to pay utility bills.

 

However, I receive my basic salary by the Contract, without stating anything about taxes. In the end of every month, I must pay required taxes in cash.

 

Probably, you weren't told about required payments because of 'Chinese manners' (no planning) and their low English level.

probably asking questions first about who pays the utility bills is a good idea. i prefer to have these sort of questions answered and clarified first, then it is written in black and white if it needs to be checked at a later time.

i don't. they didn't tell me to do so. so i don't. besides, in a contract there were no single word about payment for elect. or water. so just make the contract next time or pretend that you are foreigner and in your country no one pays for that. i even heard a lot about people, who don't even pay for apartments and living for free. locals - they are the key. 

anyway - just don't pay, leave, run, run forest

If you don't want electricity and water, just get them disconnected. If you want them, you must pay.

I suspect that if you brought your own water and electricity you could save a little bit ...  pretty sure the water from the USA or even Canada would be better..........the electricity in China is very similar (not any more polluted) so it is OK to use ...... gas though is another thing...  if you use a gas burner in China for your stove.... be prepared for that odd smell of methane gas in your food......kind of like,,,, you know.

Like all nations on Earth all Chinese people too have to pay for their own power and water but because it's China there's special legislation so that foreigners don't have to pay.  It's amazing!
