I have been in China for the last 2 years. Do I need to submit non-criminal record to apply for Z visa?

Yes, you need it and you can get it within the Chinese city that you live in. Its normal becuase you must get a criminal background check within the city that you've lived in for the last 6 months.
Your HR can help you, it would be the same office they go too.
Prepare:
1. Two copies of your passport data page / visa page and entry stamp.
2. The residents form of where you live.

*Passport valid for at least 12 months
*Passport photo
*A Bachelor’s diploma notarized/legalized/Authenticated by Chinese consulate in your country
*A Criminal check notarized/ legalized/Authenticated by the Chinese consulate in your country
*A TEFL certificate notarized/ legalized/Authenticated by the Chinese consulate in your country
* A medical examination form
