Q: do I need to show bank statement to convert temporary Z entry visa to L visa?

the school I came to work for advised me they will change my visa to L as I wish to terminate contract but I need to produce evidence of at least 30,000rmb in savings. I am in Jiangsu province. Anyone know if this is for real or are they just trying to force me to reconsider.

You need to proove you can sustain yourself during the time you like to stay here, it all depens how long you will stay.

To answer your question, the request to show a saving account in China with sufficient funds to cover your stay is a requirement for an "L" visa extension at a PSB. I forgot the number, but I think it was like so many yuan per day of stay. If you do not have it, no visa. But if requested abroad, no need to show savings.

I do have a request for you, by local Law, PSB offices are not allowed to change types of visa, like in your case from a "Z" type to an "L" type. I will be interested to know if they do that in your case. It still amazes me how in China, one office in one city will say no, and another in another city will go ahead and do it.

That is sound advice above.  Truly.  In the city where I live, when a teacher leaves the school early, or any other school in the city early, they are trotted off to the PSB from the moment it looks like they will leave, and the resident permit is cancelled and it is replaced with a L visa -- sometimes good for 10 days, sometimes good for 30 days, sometimes good for 3 months, depending upon the circumstances.

My experience in Jiangsu has been that no, the residence permit is left as is and the person is given 30-days more or less for a rollover into a new visa.

Then again, who knows, as indeed there is a lack of consistency in these matters...

What the school is doing in this case is making a threat to you. You are totally better off keeping the Z visa. They want you to stay in your position or at the very least want to extort money out of you, so they are making this threat. If you want to work in China again before you leave the country, you need to find another company to hire you and get them involved quickly.

IMHO they are trying to steamroll you.  It is now common practice for the local PSB's to insist that upon early termination of a contract of employment under a Z visa that the resident permit be cancelled and replaced with a L visa.  Again, this is the general practice but not applied uniformly.  In the end, it's just case by case but don't let your school play with you --  RMB 30,000 is an amount way over what the PSB might require, I think.

Your school needs your passport to cancel your residency permit.  Don't give it to them!  This happened to a few teachers at my school (one that was fired, another that wanted to quit, and another who was "encouraged" to quit), and one teacher had to wait three weeks to get his passport back and had already sold off all his stuff and then couldn't go anywhere since you need your passport to take a train or a plane, or stay in a hotel! You must insist on a letter of release.  If they refuse or give you the run-around, then quickly find a new job and let the new FAO deal with the old FAO.  In most cases they will work things out with each other.  The old school just doesn't want to have the liability of having you on "their" residency permit.
