I could never get myself to do it. I always flush it.

They do it because the plumbing in China is really bad and there are high chances of clogging the toilet when flushing down paper.
If you get Japanese style electronic toilets with butt cleaning spray and hot air drying, you don't need anymore paper.
Yes, it's better than getting in elbow deep with the plunger.

and if you run out of paper, there is a handy repository of slightly used paper at your disposal.
if there is no water, you can even lick your hands clean instead. we live in the lap of luxury - it's fingerlickin' good.
I'm with you on this, flush it every time. It often gets blocked but only takes 10 seconds with the plunger to sort it out. I'd much rather do this than have a pile of my own shit just sitting in the bathroom. I specifically make sure there is no bin in there so guests are left in no doubt that flushing is the only way.
I always flush the paper and there has never been a clogging. I guess older plumbing systems are getting replaced.

I lived on the 6th floor of a building once. About once every 6 - 8 weeks the guy from the first floor would go upstairs banging on every door and demanding everyone upstairs from him pay for someone to fix his overflowing toilet / drains. Once he had what looked like a t-shirt or something that had been flushed and had caused a blockage and he was demanding to know who the owner was.
I guess paper you flush might not always clog your own toilet, but those downstairs might get the fallout.
Granted, it was an older building.

I done a quick Bing search on "no smell toilet tissue bin". I can't find one on the restricted Chinese web.
How about this for an idea. A toilet with two holes. One for poo, and one for tissue. The poo would go down one pipe headed for wherever it goes, the tissue could go to a composter container at the bottom of the building.
Similar to the HK system of dual water supplies. Have dual waste pipes.
One for Cub I think.

actually they eat it. only when they get full do they use the trash bin.
Sorry to say but you are all wrong.
It is Benevolence-with-Chinese-Characteristics. The middle and upper class put the paper in the bin as a convenience of the poor and those without foresight, to use in emergencies.
It is also an environmentally sound program to reduce the carbon footprint of the country by recycling/reusing the paper.
Depends on the quality of your toilet paper. If you use decent ones that tear easily when wet then they are perfectly fine to flush. The cheaper ones are like sandpaper and guarantee to clog the toilet plumbing.
nothing related to the question, I just remembered a prank... next time when you are on the "seat"... get a chocolate or a hershey's in your hand and crush it... and wave that hand under the lid and ask for tissue paper from the next booth occupant ... do you think it would even freak out Chinese?
