I'm trying to draw a parallel between southern US and southern China, two places where snow is a bit of a rarity. In the southern US, when snow is forecasted, bread and milk will fly off the supermarket shelves. This happens whether it's a few inches of snow or just a dusting that's predicted. People have this fear they'll be snowed in at home with no power for a week or more (never happens).
Does the same thing happen to rice and dumplings in China when snow is on the way?
PS - we got a pretty good snow today in Ningbo. All day, no let up. Pretty unusual for us!
Nope! Come hell, ice, snow, rain and no hot or cold water for days on end nothing changes here. Life continues the same. It's so ferkin' cold you can't think straight anyway. One good thing - iced roads means traffic travels at a snail's pace improving your chances of surviving as a pedestrian at least through the winter months.
I have yet to see a Chinese person being prepared for anything further out in the future than same day
I like to wear warm and wander in the flying snow (Snow only...no rain. with rain it's too much) in the night with yellow street lights. Very Romantic and i like the pleasant chill.

And to answer your question...( i dont know why i cant edit my answer) people here in Shanghai don't prepare anything except maybe buy more food to limit the chances of having to go out.
