For a non-teaching job its a definite no. For ESL teaching I understand some provinces might take you. There is also a SAFEA TEFL course that might get round the 2-years experience rule

That requirement might be put in place to prevent too young people apply for the job in China. So, your real problem might be your age.

 

Just hit some job adverts with CV and you'll see, where it will get you! Good luck!
