Is there an English corner where you live, great way to meet foreign people. Here in Nanning there is one every Sunday morning and all differnet Chinese come to practice their spoken English with some westerners. All abilities come so it doesn't matter how godd or bad you are it just gives a chance to practice. It may be worth while checking out and just going a few times to build confidence.
Firstly, I see you've posted in the Shenzhen category, so there are lots of people down there who are learning and speaking English... and wanting to improve.
Secondly, you have asked for 'speaking', which is very relevant to the answer... and the answer is - don't bother with websites! Videos? Only if they're from the last 10 years or so. Best to watch a TV series, pick up a few phrases, use them... see if you're understood.
But, as Phil said, the only way you're going to get good with speaking is - speaking!!! You need to try to communicate an idea, and see if it's understood... if it's not, fix it.
If, perchance, you find yourself friends with a native speaker (and I mean 'friend', not just someone you're using for language practice - UNLESS that's the deal!), tell them that you NEED to have all of your mistakes noted, and corrected (not all at once, though ). The reason a person never sounds really really good, is that we hear, we think "oh, I know what you mean, even if it's not 'perfect'", and you never get the opportunity to get better... and you will remain at a level of 'good' - but not 'great'.

Screw the videos. Go to a pub where foreigners hang out. It may take a few times for people to get to know you, but eventually you will have conversations.

Actually, if you can read English (which I assume you can) pick up some English language books and read out loud to yourself. It's good practice, especially if you have a baseline to start with.
Movies, movies aaand movies....the best way to get the secret of speaking in English....

You can try youtube.com, youku.com or tudou.com those sites are where you want to go to watch english videos....
Have tried some training agencies, like Wallstreet or EF? They have many leafleteers around the streets, esp the subway exits.
Practise with other students. My wife's Chinese and has some Chinese friends she only speaks English with. Many students are afraid that this kind of practise will encourage bad habits, but the benefits to your general fluency will be far greater. Mistakes and bad habits in language can always be rectified.
