Q: does anyone own a Luyuan e-scooter

Made in Zheiang. I can buy a new 350w scooter that they make at home for $250 plus shipping. They are badged GIO and getting poular here. I don't know about reliabity. They have a bigger one made some place else that is crap. There are better scooters that start at $2000, but I haven't found where to buy them close.
Do they mod them in China. here they mod the controler, add extra batteries to get more power and range.

You can't buy the export ones in China from a shop as the Government doesn't allow them for the locals, they are too fast and the electric motor too large. I have an export bike as I bought it off a factory as a sample. What you have to do is build a repoire with a factory and prove to them you are responsible before they consider it. Taking that into mind you may not be able to use the bigger Ebike in your city as the local Police will ban it and may even confiscate it.
The hardest part is to get a trusting factory
