I guess Hainan might, or anywhere on the eastern coast seeing as that's pure Pacific.

no consistent big waves at Dong Hai Doa  .... come at typhoon season .. like now  ,, not a big surfer place .............  more about relax

Hong Kong has got a deep water bay for surfers but I think it's only got big enough waves for a few months a year.
