Q: Does the Chinese government still offer people incentives to 'move west'?
I remember many years ago reading about how the government wanted to shift populations more to the West, and how they offered special incentives.
Is that still the case? What do they offer for people to live in bumf*** nowhere?

I live in the capital of bum-f**k-nowhere.
I know that tax breaks are one the major forms of incentive used.
Also a LOT of the young people here (Han, not just minorities) have siblings. I've always wondered if one of the incentives to move out here is a promise of permission to have another child. I'm speculating though, so if anyone knowledgeable than me knows better, then tell me if I'm wrong.
