What do you mean by 'believes in"?
It is a part of their culture - much more so than in, say, Australia... they know their zodiac sign... but probably not a lot more than that. They are 'superstitious' enough to notice their 12th year, and wear the colour for it (a bit)... but do they really 'believe'... no! As I said, it's just part of the culture.
Just like, we might think the number 13 is unlucky, and will actually take lengths to avoid - or seek - it (say, when gambling)... but to actually believe that it is unlucky - no.

Yes, many Chinese people do believe in astrology, but it's not the same as western astrology. I hate to do this, but since it's such a rather large subject, you really should look up more information on it if you are curious.
And take a spelling and grammar course.
Do dogs howl, roosters crow, birds chirp and fish stink? If the answer is yes than yes chinese people do believe in astrology.
