Are you and your Chinese girlfriend/boyfriend allowed to have more than one child? And under the new rules where two single kids can have two children, does that include foreigners?

Technically you can't have kids unless you're married. Chinese hospitals won't allow you to give birth there if you're not married. You really can't make this crap up.
So no, you and your Chinese bf/gf cannot have multiple kids in China, you can't even have one, unless you go to a private hospital operated by foreigners.
It' hardly counts for han-Chinese, there is a woman upstairs who is carrying her 2nd child and says she cant wait to get it out so she can have a 3rd.

My Chinese girlfriend is the only child of her parents, if she was with a Chinese guy who is also the only child then they would be allowed to have two children according to the current policy.
But it doesn't matter, she is with me and if we have kids they will not have a Chinese passport, 100% sure about that.
The new so-called 2 child policy is actually somewhat misleading. It just looks good on paper and more an open policy to the rest of the world. Sure you can have a 2nd child, however they [they couple] still need permission from the local authority, and upon assessment they [the authority] will decide if you may or may not. And its not just a night [or 4 minutes] of passion, there is also a huge financial cost involved for the privilege. This would seem to be the real reason as to why many are not opting for a 2nd child. Now in answer to your question..DO KNOW.
I certainly hope it doesn't count or i'm going to have to start hiding my second kid in a duffle-bag.
if married to a foreigner, not a problem, the tv anchor from britain that worked in jinan, china had 3 girls and showed them on tv many times, they are all in britain now because he got a dui and visa was not renewed.
