Q: Does soliciting in China go unnoticed or just ignored?
I see it all the time wondering if the owners of the business don't know what's going on or it's just that they want to ignore the fact that someone is soliciting to their potential customers just right outside.

Yes, absolutely. In any event, probably, or perhaps soon thereafter. I can say, with absolute certainty, that it does happen often, or eventually.
