Just realized that everywhere in buildings is emergency lighting (the white boxes with two lamps on top, so there must be some safety guidelines. However, I do not recall in private homes, seeing smoke detectors, and my own home does not have any (the entire building does not as it seems)

With the number of people smoking around here the damn things would be going off every few minutes. I did spot some in a hotel once but the batteries had been stolen.
Bought one here once. I was smoking a nd blew a smoke ring to it. No sound.
I then got a chair and puffed like mad. No alarm.
I brought one back with me when I went home a couple of years ago. Never heard it since, although I guess I do far less cooking here than back home.
I purchased a carbon monoxide and a smoke detector in one for my two apartments, its electric so no need to worry about batteries.

then you just need to worry about the combination of a powercut and a fire
it's not enforced here as in western countries for the residential premisies.however, for commercial ones, it's a must.
