Q: Does your school have to give you a letter of release

If you finish the contract, do they have to give you the letter or can they use this against you as well. I want to leave but if finishing means I get the letter I might hang in there.

If you are on a working visa and you completed the contract without any breach then they must give it to you according to the law. But then again this is China.
