Q: Does your water/gas bill keep accruing indefinitely if you don't pay it?

Just moved into a new place not too long ago. When the water and gas people came by to take measurements, the fees were astronomical, so we called the landlords up who said that those fees had accrued before we moved in (thankfully, they'd marked the point where we'd moved in). This surprises me. Doesn't water or gas get shut off after some set period of time if you don't pay for it? Or does it just keep accruing indefinitely?

The school NEVER misses taking out the electricity, internet, gas and water monthly from my salary but often forget to pay the provider. Hence I have, on occasion, found myself without one of these utilities due to lack of payment! Last week they wanted me to pay for the phone line and phone on top of  the internet charge. I don't have a phone and I assume that all residences have a phone line as an internet source. None of my co-teachers has to pay this. Just me...go figure. This argument continues. I said I will pay if they provide a phone. "But you have one." "I don't!"

Anyway, to answer your question: no it won't accrue when you live there but they will try to get money from you for past, unpaid bills if the previous tenant "forget" to pay before departing!
