Can someone post a link to download the driver for a China Telecom ZTE 831 B II or 831 series DSL modem? Also, what is "driver" as in software, not "car driver" in Chinese?

China telecom modems will be repaired by them free .. Just call and complain its not working...
if you are a customer of china telecom, either bring the modem to an office for repairs, or call them at 10000 and they will fix it free of charge 9or replace it).
And according to Wilkepedia, a "driver" is ;

The driver has nothing to to with China Telecom...
Chances are that the driver is already in your windows,
The thing is that Windows cannot think..
Go to device manager, pick up the brand and try one by one until it's start working.
That's how I found out dozens of drivers and there was no point of looking for them since they were already in Windows "warehouse" in the folder C:\Windows/winsxs

You can try also "driver modder" to fine tune driver that was not designed for your hardware.
Google for modder, although their specialty are graphics, but one never knows
