I think the big problem here is that they learn to read English language books and practice writing English. There is next to nothing in the way of English conversation, so no real chance to practice whatever skills they have managed to pick up. I have met with many students who can read a book perfectly fine but if you ask them a simple question regarding what they have read they have no comprehension. It is as though they have learnt to recite a series of words that link together in particular order but without the understanding of what those words mean or how they can be used in other contexts. They have just learnt that this particular series of letters make this particular sound. The basis of the problem of course is the test system that requires a certain number of point to pass, coupled with some teachers who are absolutely terrible themselves. As far as Icnif's suggestion of prosecuting the teachers it may be better to prosecute those that have imposed this system of "education" in the first place.

I met a Korean guy, in Canada who was the opposite.... no idea how he did it. but he could speak pretty damn good english but had no idea about reading or writing it... his driving was scary, as he was talking away ... signs mean nothing, can't read them
All English teachers in China should be prosecuted! I agree with you!
Native English teachers as Engl, Sino, Sorrel, yourself..... first, and after that all others.

Chinese are not interested in culture. Only pop TV culture. And That's a pretty outdated show.
They way they learn English needs to be overhauled. The main problem being they are not really studying any subject or language (except the love your country class) they are studying an exam. When I was in school studying French I was not only tested on reading and writing but also on listening and speaking. But I still can't speak French so I guess it isn't fool proof.

French listening is notoriously hard, though. I was pretty decent at the reading and writing (English often has similar words), but once the listening practice started at school, I knew I wouldn't make French a major subject.
Maybe the English teachers are shit.
