Development does not equal growth. I am not sure any cities in China are developing fast, but lots of them have many people being moved there so they turn into villages stacked on top of villages, but it's not development. 

  No idea, but I do remember being impressed when I first visited Shenzhen and was told it was only 25 years old (ten years ago now) because it's pretty damn huge.
