Q: former school will not issue release letter to me

I have been working in china for over 4 years with very good letters of recommendation from my previous school. during spring festival i had to return to my country because of an emergency and needless to say broke my contract when i couldn't return. I have tried many times to acquire my release letter and offered to pay penalties but the school only said it wasn't about the money.  Is there an agency or provincial department in Nanjing that can answer any questions i may have about this. Is it possible to work in another province and just start over or am i just not going to be able to work in china again?

You need to report them to the Public Safety Bureau. They will help you, especially since this was due to an emergency.

I have yet to hear of any expat who has not received help from the PSB under these circumstances (and I have lived here for five years).

Dude, you don't need to get a release letter if you start over again, if you're still in your home country, just get another contract, FEC doesn't need to be canceled, you don't need a release letter when you go to your home country Chinese embassy or even HK. That is only required when you are transferring from one work place to another without exiting

That might be the reason 'cause I don't think employer in China can secure legal Working permit by presenting degree completed online. TEFL Course completed online was/is acceptable, but I'm not sure about your MS ... Have a look at the requirements for Z visa in China ...  Good luck! -- icnif77
