Q: Friend coming to visit me for several days, does he need to register with local police (on L-Visa)?

Does he need to register with the police as he's just a tourist

When he applies for a visa, he needs to give an address where he is staying. He can put your address on the visa app and be done.

The law clearly states that within 24 hours of entering China, if no staying at an approved hotel (ie: your residence in this case), ALL foreigners must go to the nearest Local Police Station and register the address where they are living.  If it is outside a city (countryside), you have 72 hours to do it.  And what happens if you do not ?  Normally, if caught, a 500 yuan fine and a slap on the wrist as minimum.  So, if you want to be totally legal, do itr, if willing to take a chance, then ignore it.  Your choice.
