I am not asking about if laws are in place, nor am I thinking about when comapnies/authorities in the US gets hacked and blame others.
Has anyone ever been punished for e.g. hacking a Weixin account, Taobao shop etc. Something that is not a matter of national security but maybe in the "prank" section

I have heard about people getting killed over hacking a players online game account. But I have not heard of anyone actually getting arrested for such.
However, that is not to say it doesn't happen. I am sure it happens if you sufficiently piss someone off who has enough pull with the authorities.
My girlfriend's ex-employee used her access to a Taobao account to steal money from my girlfriend's company. My girlfriend filled out a police report, and they traced the electronic transfer, went to the bank where the cash was withdrawn from the ATM, and got the footage of it.. Then made their arrest...
So yes, it's illegal if it causes real-world damages, just like any other crime. And yes, my girlfriend got her money back. .

Yes it is, unless you're hacking someone in the U.S.
Several Chinese hackers/crackers have been sentenced to death by the government.
